Since we host in AWS, is it possible to put Quantify database on AWS? Will roles work OK?

Yes, technically Quantify can run against Amazon RDS. As you seem to be already aware of, Amazon RDS may not grant full Sysadmin permissions but Quantify should work fine with dbo.
